PHNOMPENH, CAMBODIA, April 27, 2017 – General Electric Company (NYSE: GE) announced it was awarded a contract with Toshiba Plant System & Services Corporation (TPSC) to supply major equipment for the CEL II 135 MW Coal Fired Power Plant in Stung Hav, Sihanoukville.
On the same date, a Memorandum of Understanding was also signed between GE and the Ministry of Mines and Energy (MME) to install a Continuous Emission Monitoring System (CEMS) to track and analyze the emission levels of power plants nationwide.
Both signing ceremonies were attended and witnessed by H.E. Victor Jona, Director General, Ministry of Mines & Energy, H.E Keo Rottanak, Royal Government of Cambodia delegate in charge of Managing Electric Du Cambodge, H.E William A. Heidt, US Ambassador to Cambodia, H.E. Hidehisa Horinouchi, Japanese Ambassador and H.E. Ruzaimi Mohamad – Malaysian Minister Counsellor
CEL II 135 MW Sihanoukville Power Plant
Speaking about the new plant and its significance to the country, Cambodia’s MME spokesman, Victor Jona said, “The Sihanoukville plant will play an important role in helping Cambodia meet its high priority energy goals – to increase energy capacity and improve energy security to support our national rural development and economic growth plans. Fitted with GE’s industry-leading technology, this project will be the cleanest, most efficient coal-fired plant in Cambodia.”
The power plant will be developed and owned by Cambodian Energy II Co., Ltd (CEL II), with TPSC leading the engineering, procurement and construction (EPC). Under the contract with TPSC, GE will supply the Integrated Power Package which include the boiler, electrostatic precipitator and steam turbine generation systems.

CEL II Group CEO, Dato’ Sean Hng said “CEL II is our latest investment and commitment to the Cambodia power market. We want it to become a showcase power plant in the Cambodia power market. Using GE’s Boiler, Steam Turbines and the Air Quality Control Systems give us full confidence in meeting the expected performance and environmental guarantees”
Massimo Gallizioli, Commercial Executive for GE’s Steam Power Systems business in the Asia Pacific region said, “The CEL II project marks several important milestones for GE. It is the first project for GE Power in Cambodia and our first partnership with TPSC. In terms of equipment and technology, this is our first Integrated Power Package deal in the 100-300 MW range in both Cambodia and the ASEAN region, and we believe the CEL II plant will be a good showcase for other emerging markets with similar energy needs.”
Gallizioli continued, “GE offers a broad portfolio of steam technologies and solutions providing reliable, sustainable, and efficient power for our customers whatever their capacity needs. In ASEAN, we see great potential for our offerings that serve smaller sized units with higher efficiencies and very low emissions – when completed, the CEL II project will serve as a good example of this in operation.”
The facility is expected to begin commercial operation in late 2019.
Adding to the comments, Dararith Lim, Country Manager, GE Cambodia said, “The new plant will help reduce Cambodia’s dependence on hydro generated electricity, and we are excited to play a role in re-balancing the national energy mix and support powering Cambodia.”
Memorandum of Understanding
To further support Cambodia’s energy plans and development, on this occasion GE also signed a memorandum of understanding (MoU) with Cambodia’s Ministry of Mines and Energy. Under the MoU, GE will implement a Continuous Emission Monitoring System (CEMS) application powered by Predix to track and closely analyze local pollutant emission levels data in all power plants across the country, including the new CEL II power plant once in operation.

This offering is part of GE’s Digital Power Plant for Steam digital suite, which can monitor and analyze data from more than 10,000 sensor inputs across a coal power plant to help operators make smarter decisions about how to optimally run their power plants, achieving better performance, greater efficiency and improved reliability while lowering operating cost and environmental impact.

GE’s full suite of digital steam solutions has the potential to reduce CO2 emissions by 3% and reduce fuel consumption by 105,000 tons of coal per year with the same MW of output based on 1,000 MW power produced.
Speaking at the event, H.E Keo Rottanak, Royal Government of Cambodia delegate in charge of Managing Electric Du Cambodge also said, “As per the Power Development Plan, Cambodia is looking to add more capacity in the next decade and we are looking to more efficient solutions from companies like GE in the field of Steam to help us achieve this goal. Coal remains a vital role in Cambodia’s energy mix in the future and we would like GE to bring its expertise in this sector as well.”
